History

Ulan district was founded in January 17, 1928 by merging of Lenin, Targyn, Ulan and a part of Proletarian volosts of Ust-Kamenogorsk district. With the centre in Sibinski settlement.
By decree of the President of the Republic of Kazakhstan from May 23, 1997 the abolished Tavriya district was transferred to the district, with the centre in Molodezhny settlement.For today the district comprises of the following rural districts: Almasai, Aiyrtau, Eginsu, Ablaketka, Targyn, Tavriya, Bagration, Azov, Kamenski, Saratov, Tolegen Tokhtarov, Ust-Kamenogor, Bozanbai, settlement administrations: Kasym Kaisenov, Asubulak, Ognevka. 

Population

The population totals 39421 people.

Infrastructure

There are 5 kindergartens, 32 general educational schools, the East Kazakhstan agricultural college, 14 post offices in the district.

Production

The basic role in the economy of the district belongs to the agriculture. The gross agricultural output as of April 1, 2018 accounted for KZT5,0 billion.

The district has 39 breeding farms, including beef cattle breeding farms - 9, dairy farms - 4, sheep breeding farms - 6, horse breeding farms - 8, beekeeping farms - 10, maral breeding farm - 1 and pig breeding farm - 1.

In the district there are 6 slaughter stations, 13 slaughter platforms and 1 poultry slaughtering plant.

The district has 26 dry feed lots for great cattle with all-the-year-round feeding of around 3,5 up to 4,0 thousand heads of great cattle and producing 650-700 tons of meat per year. 

There are 5 seed-production farms on production of seeds of I, II and III reproductions including 1 elite seed-production farm to provide agricultural organizations with high-quality and standard seeds of agricultural crops.

Number of the registered small business entities as of April 1, 2018 accounted for 2218 units. Including 217 - legal entities, 891 - individual businessmen, 1087 farms and 23 agricultural cooperative societies.

- lands of agricultural purposes – 589,995 hectares,

- lands of settlements - 76606 hectares,

- lands of industry, transport, communication, defense and other not agricultural purposes - 8584 hectares,

- lands of specially protected natural areas - 91 hectares,

- lands of the forest fund - 129621 hectares,

- lands of the water fund - 15753 hectares,

- lands of the stock - 132942 hectares.

Labor resources 

In the reporting period, the number of officially registered unemployed made up 1643 persons. In January - December, 2017 the number of officially registered unemployed made up 127 persons or an increase of 23 persons compared to the level of 2016 (104 persons). The share of the registered unemployed accounts for 0,6 %. In the reporting period, it is created 655 jobs.

The number of addressees of targeted social assistance in 2017 made up 38 persons or 32,1 % per cent below the level of 2016 (56 persons), the number of addressees of the housing assistance in 2017 made up 557 persons, child support grant - 976 persons or 11,3 %  per cent below the level of 2016 (1100 persons), teaching  children at home - 24 children.

To provide employment of the population the district implements activities within the Productive Employment and Mass Business Development Program for 2017-2021 and in January-December, 2017:

24 persons, including 6 young people, comparing with the plan of 20 persons are directed to social jobs;

13 persons comparing with the plan of 9 persons are directed to the youth practice;

120 persons, including 62 young people, comparing with the plan of 116 persons are directed to 3-month retraining courses.

120 unemployed of the district are directed to professional training, including:
A group of cooks (10 persons),
A group of hairdressers (7 persons),
A group of 1C bookkeepers (8 persons),
Driver (49 persons),

Computer operator (4 persons),

Sanitary veterinarian (12 persons),

Tractor operator (12 persons),

Electrician (14 persons),
A group of gas and electrical welders (4 persons).

115 persons passed the preparation courses:

A group of cooks (9 persons), a group of hairdressers (9 persons), computer operator (4 persons), electrician (14 persons), a group of gas and electrical welders (4 persons), sanitary veterinarian (12 persons), tractor operator (12 persons), bookkeeper (8 persons), driver (34 persons), expert on enterprise activity and staff (2 persons).
The other 15 persons are continuing their education.

Within the framework of the territory development program:

- 15 persons, including 2 young people are directed to social jobs;

- 10 persons are directed to the youth practice;

643 persons comparing with the plan of 630 persons are directed to the public works;

6 unemployed of the district are directed to professional training, including:
A group of hairdressers (2 persons), manicure (4 persons).

6 persons passed the training courses, 4 persons are employed.

Personnel potential

For today, 221 students are trained in KGKP “East Kazakhstan agricultural college” in the following specialities:

Mechanization of agriculture - 46 students;

Agronomics - 12 students;

Veterinary science - 163 students;

Investment potential

The district has implemented 2 investment projects under the Industrialization Card worth KZT 3267 million: “Expansion of “Ust-Kamenogorsk poultry farm” JSC up to 20,000 tons of poultry meat per year” and “Construction of meat and poultry products production plant” (“Aitas MP” Ltd).

The projects of “OstFish” Ltd and the project of “Mineral dobycha” Ltd (2017) have also been included into the Industrialization Card for 2017-2020.

Basic popular resorts of Ulan district are:

- “Malachite” resort has 20 small houses for 100 persons with 4-6 beds in each house, an athletic field, a dining room, beach.

- “Ayuda” resort has 188 small houses for 700 persons, with 6-8 beds in each house, a dining room, a playground, beach.

- “Okunki” resort has 33 small houses for 100 persons with 4-6 beds in each house, a parking lot, an athletic-volleyball field, beach.

- “Koktau” health-improving complex has 1 hotel for 40 persons, cottages with 4 beds, Russian bath, Finnish bath, a karaoke a hall, billiard, table tennis, a cafe-bar. Rental: mountain bikes, roller skates.

- “Ulba” resort has small houses for 210 persons, a bath, shower cabins, children's playgrounds, an athletic field, a parking lot, a dining room.
