Kazakhstan and OECD: Diversification and Competitiveness Strategy

The Organization for Economic Co-operation and Development (OECD), with the support of NC KAZAKH INVEST JSC, organized a webinar on the topic “Enhancing diversification and establishing linkages between foreign investors and small and medium-sized enterprises”.

The OECD Program has collected and systematized information on the activities of Investment Promotion Agencies (IPA) in Eurasia countries, comparing their methods of work with the IPA methods of OECD countries.

NC KAZAKH INVEST JSC took part in this study, which was a decisive step in creating a dialogue mechanism for interaction between the Agencies for attracting investments of the countries of Eurasia and the OECD.

The meeting, which was held within the framework of implementing the two-year OECD Program, raised the issues on reforming policies that hinder the competitiveness and diversification of FDI and SMEs.

“Improving the efficiency of attracting investments in non-extractive sectors is one of the key directions in implementing the Kazakhstan Diversification Strategy, aimed at increasing the amount of attracting domestic and foreign investors and developing SMEs. In my opinion, Kazakhstan has everything it needs to oversee the discussion of the possibilities of regional cooperation in order to attract investments in Central Asia and the Caspian region,” said Pelin Atamer, Head of the Group of the OECD Division for Work with Eurasian countries.

At the same time, Zhandos Temirgali, Deputy CEO of NC KAZAKH INVEST JSC, stressed that the comparative analysis of the IPA activities carried out by the OECD became an important basis for adjusting approaches to attracting investments, especially during the period of economic recovery after the pandemic.

“The entire region can benefit from strengthening its position as a place for investment. Other Central Asian countries turn out to be promising areas for investment, contributing to a more balanced development of the region. The rapid development of other Central Asian countries will ensure stable economic growth and regional connectivity. We believe that our region with 70 million consumers will achieve much better results with a coordinated joint positioning on the global investment map,” added Zhandos Temirgali.

It is worth noting that the OECD Program is to assist the Government of Kazakhstan in implementing the Diversification Strategy, aimed at increasing the amount of attracting domestic and foreign investors and developing SMEs. This strategy includes the development of human capital for digitalisation, increasing the efficiency of attracting investments in non-extractive industries, as well as the competitiveness of the agri-food sector.
