First Green Investment Projects launching in cities of Kazakhstan

The press conference took place in Astana, dedicated to the launch of the mechanism of support of investment projects in the energy saving sector within the framework of the earlier signed Agreement between the Ministry for Investment and Development of the Republic of Kazakhstan (the Ministry) and Joint-Stock Company “Fund of Business Development “Damu” (Fund Damu) concerning cooperation on supporting businessmen working in the energy saving sector with the financial support from the United Nations Development Programme in Kazakhstan.

As part of the event, the Ministry carried out the ceremonial awarding the green certificates to the businessmen who started to implement the low-carbon urban projects within the framework of this Agreement.

The press conference was attended by the Deputy Chairman of the Committee for Industrial Development and Industrial Safety of the Ministry of Investment and Development of the Republic of Kazakhstan Nygmejan Makazhanov, the Deputy Chairman of the Board of Joint-Stock Company “Fund of Business Development “Damu” Daulet Abilkairov, Program Coordinator of the United Nations Development Programme in Kazakhstan Victoria Baigazina, representatives of the Committee for Industrial Development and Industrial Safety of the Ministry of Investment and Development of the Republic of Kazakhstan, experts and managers of the United Nations Development Programme.

«The mechanism of financial support of investment projects in the energy saving sector has been developed as part of the 59-th Step of the Plan of the Nation «100 concrete steps towards implementation of the five institutional reforms» to attract investors as well as to develop the market of the energy service contracts within the framework of the implementation of the joint project of the United Nations Development Programme, the Global Ecological Fund and the Government of the Republic of Kazakhstan «Sustainable cities for low-carbon  development», - Nygmejan Makazhanov said.

«Representatives of small and medium business who intend to implement the projects aimed at reducing energy consumption in sectors of municipal economy and as consequence, decreasing in the emission of greenhouse gases, with attraction of investment financing, are provided with the support in the form of subsidizing the interest rate on the commercial credit and granting the guarantee. This project is expected not only to support business, but also to provide a valuable contribution to the ecological safety of the society and the environment», - Daulet Abilkairov said.

According to Victoria Baigazina: «Attracting the experts who have solid production experience in the sector of energy-efficient projects, and the resources necessary for competent organization, approbation and construction of demanded processes of energy consumption is expected to decrease the emission of greenhouse gases that is the key indicators of implementation of such projects».

By the end of the 1-st quarter 2018, the first six projects were approved which aimed at reducing energy consumption in the buildings of Astana and North-Kazakhstan region.

One of projects - the project of public-private partnership «Modernization and operation of the lighting system of buildings of the administrative-technological complex «Transport Tower» in which frames it is planned to upgrade the lighting of the building of the Ministry.

Let's remind that the mechanism of financial support of the low-carbon urban projects has been developed within the framework of implementation of the international project of the Government of the Republic of Kazakhstan and the United Nations Development Programme, the Global Ecological Fund «Sustainable cities for low-carbon development».
