Urjar is a unique district in regard to natural-climatic conditions with bright natural contrasts. It has dry steppes and mountain-taiga landscape.

Urjar district is located in the south-eastern part of East-Kazakhstan region. It was founded in 1928. The administrative centre is Urjar settlement. Urjar settlement is situated at the foot of the southern part of Tarbagatai range, 512 km. from Semey city. The nearest railway station - Ayagoz is 175 km from the administrative centre. Urjar settlement was founded in the mid. 50th of IXX century as a Cossack settlement; in 1867-79 a trade delegation of China was situated there. Caravan ways passed through Urjar in the direction of Tashkent and Semipalatinsk cities, in 1905-15 there was a migrant administration. The residents of Urjar district participated in establishment the Soviet system: the first district committee of Communist Party was created in February 1, 1922; the first district congress of Soviets took place on October 6, 1922.

Urjar district is one of the largest in Eastern Kazakhstan. The place where a branch of the Great Silk Road passed through and steppe people with firm nature.

The land at the foot of Tarbagatai mountains saw the cold and famine, the war and violence.
Urjar district comprises bright natural contrasts: a vast open space of dry steppes spreading to the full extent and right there a mighty, back in the sky closing the horizon from the south the Tarbagatai range.

The winter, as well as everywhere, begins in mountains and early snows at first cover the back of the ridge. The spring first and foremost comes on the plains, and the tops till the height of the summer breathe with snows. And people there the same with daring and habits from mountains, from steppes.
Urjar Cossack village was founded in 1854. The first roots grew there the residents of Siberian then the Semirechie Cossack army. In the same years the peasants of Western Siberia were allowed to move there.

The basic role in the economy development of the district belongs to the agriculture where the significant economic potential is concentrated. The agriculture is specialized in crop-growing and animal breeding.

A distinctive feature of the animal breeding of the district is its diversified character. Cattle breeding and sheep breeding are developing most actively in comparison with other branches.

In 2017 the gross output of the agriculture in the agro-industrial complex accounted for KZT53 379,9 million, the index of actual volume made up 103,6. As of 1 January, 2018 the number of cattle made up 91,632 heads, sheep and goats – 214,517 heads, horses – 27,444 heads. In the district, for today, 12 farms deal with great cattle breeding, two farms in sheep breeding and three farms in horse breeding.

In comparison with the same period of the last year a share of breeding great cattle of the total number of great cattle amounted to 5,1 % (in all, 469 heads), a share of breeding small cattle - 3,9 % (in all, 8302 heads), the number of breeding horses increased by 3,0 % (811 heads).

In recent years, there is an increase of areas under crops and the cropping capacity due to diversification of the plant growing branch.

   In 2017 in comparison with 2016 all area under crops in the district increased by 1,2 % and made up 188,400 hectares, including the area of grain crops increased by 50,3 hectares, oil by 83,100 hectares, watermelon plantation by 1,700 hectares, potato by 2,500 hectares, vegetables by 1,700 hectares.

The basic producer is “Schwabach’s sausages” Ltd, dealing with processing of meat and producing of 70 kinds of sausage products with a capacity for 3 tons per day. In 2017 the volume of output made up 280 tons, the same level as in 2016. The enterprise “Arystanbek Urjar” Ltd processed 115 tons of milk and dairy products, the volume of output grew by 15 % compared to the last year.

The backbone of the mining industry is “Madina” Ltd which is engaged in the coal mining. In 2017 the commodity output accounted for KZT 324,5 million current prices, that up by 1,3 % compared to the level of 2016 (KZT320,3 million).

In 2017 the commodity output accounted for KZT3574,3 million that makes up 103,8 % to the level of 2016 (KZT 3441,7 million) in current prices. The index of actual volume of production for this period made up 98,8 %.  

28 bakeries provide completely the need of the district for bread and bakery products. In 2017 the volume of production of bread and bakery products made up 205 tons, that 13,5 % below the level of 2016. At the same time, it is produced 57,0 tons of confectionery products that up by 3,6 %, 1725 tons of vegetable oil that 0,5 % below the level of 2016.  

In 2017 the volume of output of rubber and plastic products made up KZT35,4 million that up by 19,9 % compared to the level of 2016 (KZT 29,5 million).

Investment potential

The volume of investment in 2017 in Urjar district accounted for KZT 7602,4 million or 168,6 per cent to the level of 2016. Investment in fixed capital due to own and borrowed funds of enterprises and organizations made up KZT4713,0 million or 116,5 per cent to the level of 2016, including investment in a fixed capital of the agriculture accounted for KZT 998,6 million or 137,9 per cent to the level of 2016.

Within the framework of implementing the State Program of Agrarian and Industrial Complex Development of the Republic of Kazakhstan for 2017-2021, the agricultural commodity producers (ACP) of the district were provided state assistance in the form of grants and microcredits. So, for the reporting year 365 agricultural commodity producers of the district were granted in subsidies to the sum of KZT548,0 million, including 128 ACP in the crop growing were awarded  grants worth KZT124,1 million, in the animal breeding - 184 ACP worth KZT 291,2 million, for implementing investment projects in agrarian and industrial complex - 53 ACP worth KZT132,7 million. 52 cooperative societies with 1713 participants are created in the district in 2017. Within the framework of the Program of Productive Employment and Mass Business Development, 83 potential borrowers were granted microcredit loans worth KZT312,2 million, including on productive employment 19 borrowers were granted microcredit loans worth KZT52,4 million, 52 participants of cooperative society - KZT135,8 million and through funds of “ACC” JSC - 12 borrowers were granted microcredit loans worth KZT124,0 million.    

Within the framework of the State Program of Innovative Industrial Development for 2015-2019, 2 projects worth KZT10510,5 million are included in the Industrialization Card. It is planned to implement the project “Construction of transport-logistical center of customs crossing point “Bakhty” in Urjar district of East Kazakhstan region” on the basis of “Eurotransit Terminal” Ltd and the project of “AK Minerals” Ltd “Construction of hydrometallurgical plant on cathode copper production” in Urjar district.

In 2017 within the framework of the Uniform program “Business road map 2020”, 12 projects of the district were granted in subsidies to the sum of KZT 2007,5 million, 3 projects were awarded  grants through “Damu”. In 2017 the Urjar district branch of Businessmen Chamber of East Kazakhstan region gave 1008 consultations to subjects of small and medium business and the population with entrepreneurial initiative on tools of the state support of enterprise activity

With a view of development of small and medium business, the district is implemented the below-stated investment projects: 

-     “Construction of transport-logistical center of customs crossing point “Bakhty” in Urjar district of East Kazakhstan region” is planned on the basis of “Eurotransit Terminal” Ltd. Project implementation period: 2017-2022, with creation of 237 new jobs. The total amount of investments – KZT 10310,5 million, due to own and borrowed funds.

-     The Project of “AK Minerals” Ltd “Construction of hydrometallurgical plant on cathode copper production” in Urjar district. The total cost of the project amounts to KZT8200,0 million, capacity of the project is up to 5000 tons per year, the project time: 2017-2020. The planned number of jobs is 320 persons.

-     Dairy farms for 400 milk cows are created on the basis of two farms: “Yubileinoe” Ltd and “Sagadi” Ltd. The dairy farm for 200 milk cows of “Yubileinoe” Ltd worth KZT100,0 million is implemented due to own funds. At the same time, it is completed the construction of dairy farm for 200 heads on the basis of “Sagadi” Ltd worth KZT 238,6 million.

-     On the basis of “Keruen Demalys Orny” Ltd in 2017-2020 it is planned to construct the tourist complex on the coast of the Alakol Lake worth KZT1500,0 million;

-     “TechneOil” Ltd plans to construct a camping on the highway Ust-Kamenogorsk-Amaty-92 km, during realization of the project in 2017-2019, the sum of the project is KZT100,0 million;

-     Construction of resorts on the coast of the Alakol Lake - KZT1741,4 million.

Tourist potential

Urjar district is considered to be a most suitable recreational area in East Kazakhstan due to location on its territory the Alakol Lake and Barlyk-Arasan sanatorium with healing springs.

Barlyk-Arasan sanatorium is located in the foothills of the Arasan-Tau, in the Barlyk valley, where mineral waters are of special value. Water of local sources for their chemical composition and a weak radioactivity is similar to mineral waters of Tskhaltubo, Sary-Agash, Alma-Arasan. There are the Barlykarasan water sources in the area adjacent to the resort, at the upper reaches of the Arasan River, originating in the Barlyk mountains, some 500 metres away from the resort. The Barlykarasan water sources have 13 outlets of water on the surface. Waters of the sources are composed of weak hydrogen, sulphate-chloride, sodium, calcium with the increased content of silicon acid. The temperature of waters ranges from 20 to 42 degrees Celsius; it reaches 44,5 degrees in the bedrock and at a depth of 35 m. Freely evolving gases consist of nitrogen. Hot-spring baths are used in summertime for curing skin, rheumatic diseases, and diseases of joints. 

The Alakol National Park is of special value in development the ecotourism, in particular the Alakol Lake. The Alakol Lake is located in the southeast of Kazakhstan on the border of Almaty and East Kazakhstan regions, not far from the Chinese border. It is the second-largest among inland water reservoirs of Kazakhstan and the deepest among basinal lakes of the Republic. The Alakol Lake is located at a height of 347 metres above sea level. It runs at 104 km long and 52 km in breadth, the length of the coastal line is 348 km., 22 m in depth, the greatest depth - 54 m. Over 15 streams flow into the lake. The Lake is unique in its beauty and undisturbed nature.

The coast of the lake is rugged by numerous peninsulas, capes, gulfs, bays. Big and Small Balgyn Gulfs are deep enough and are used as ports-refuges.

Such natural factors as clean mountain air, picturesque landscape, steppe t herbs, swimming in the bitter-salt Alakol Lake play a significant role for healing.

The Alakol is the only lake in the world with the black beach - black pebbles and gravel containing a large amount of silicon. Clean, steppe air, mineral waters and sources of the mineralized hydrogen sulphide mud create exclusively favorable conditions for rest and treatment. Water temperature reaches +20 … +25 degrees in summer. The water of the Alakol Lake is very clear, pure, its composition resembles the waters of the Black and Dead Seas and includes almost all elements of the periodic table that promotes treatment of skin diseases, diseases of respiratory organs, diseases of skeletal-muscular and nervous systems.

In the central part of the lake there is the archipelago consisting of three islands: Ulken, Kishkene Araltobe, Belkuduk where the Alakol national natural park was created in 1998. Climate of the coast is sharply continental. There are the difficult wind conditions over the lake. The maximum wind speed over the northern parts of the lake reaches 40-50 m/s, over the southeast and central – 50-60 m/s. The most active winds are during the autumn and winter period when the wave height can be up to 2-2,5 m. The average duration of the freezing period is about 2 months (February-March). The greatest ice cover is 0,8m. (in February). Ice melting – April – the beginning of May. 

The Alakol is the most important crossroad of migration routes of birds in the Central Asia flying from far Indian and African nesting. After weary migration hundreds of thousands of birds can rest on the Alakol lakes, among them species listed in the regional Red Data Book: Pink and Dalmatian Pelicans, Whooper swan, white-headed duck, erne, short-toed snake eagle, Demoiselle crane, great bustard and others. Rare visiting of such rare birds as flamingo, glossy ibis, little egret is also known.

The Alakol is rich in fish: white perch, Gymnodiptychus dybowskii, Plain stone loach, Schizothorax, carp, pike perch and crucian carp. The muskrat is found along the northern and northeast coasts of the lake and at the river mouths. There are Near Eastern wildcat, Arvicola terrestis, etc. at reed beds. Lands for healing – 300,0 hectares.

217 entrepreneurial facilities, including 147 resorts, 2 restaurants, 12 cafes, 3 dining rooms, 27 shops, 24 kiosks, 1 drugstore and 1 first-aid post provided services to guests on the coast of the Alakol Lake in 2017.

The number of business facilities on the coast is growing annually; 8 resorts were built, 19 resorts are under construction.

In 2017 the volume of attracted investments from business facilities of the coast of the Alakol Lake accounted for KZT1741,4 million or 22,9 per cent of the total amount of investment in fixed capital of area. (KZT7 602,4 million). 

In 2017 in a direction of tourism development within the framework of the Integrated Program of Business Support and Development “Business road map 2020”, 8 projects were granted in the form of subsidies to the sum of KZT 289,5 million for development and building-construction works of business facilities on the coast of the Alakol lake.

And also, with the purpose of tourism development within the framework of the program “Productive Employment and Mass Business for 2017-2020”, 1 project worth KZT3,0 million is implemented through “FFSA” JSC, 3 projects worth KZT34,9 million is implemented through “Agrarian Credit Corporation” JSC.

In 2017 works have been done on development of the coast of the Alakol Lake, on average repair and lighting of streets, on accomplishment of the arbat, bus station, parking lot, beach, pedestrian crossings and bicycle paths.
