Territorially Abai district is located in southwest of East Kazakhstan region of the Republic of Kazakhstan. Western and northern part of the district is covered with hills and plains. The climate is extreme continental.
Abai district was founded in 1928. It is a spiritual capital of East Kazakhstan region. It is the native land of great sons of Kazakh people – Abai Kunanbayev, Shakarim Kudaiberdiyev, Mukhtar Auezov whose museums are located in Abai district.
Today, Abai for Kazakhstan is the national pride as Pushkin for Russia. Abai’s readings including concerts, competitions of readers of Abai’s works, reader's conferences, conversations and exhibitions, dedicated to the creativity of Abai take place here. Inhabitants of the district are well known by their special, reverent attitude to the literary heritage of the famous fellow countrymen.
The area of the district is 20 thousand square kilometers.
The administrative centre of the district is Karaul settlement.
It is divided into 9 rural districts:

Abai district borders on Ayagoz district, Zharma and Semey city. The distance from the district centre to:
- Ust-Kamenogorsk - 400 km.,
- Semey - 200 km.,
- Astana - 1000 km.,
- Almaty - 1000 km.
As at January 1, 2018 the population of the district consisted of 14,607 people. According to the population census of 2009 the population was estimated to be 15,258 people.
Now the system of secondary education includes 11 state comprehensive schools, 4 state kindergartens and 1 private kindergarten. Including 4 secondary schools, 1 basic high school and 6 incomplete schools where 2587 pupils are enrolled.
The district has 6 post offices of Kazpost JSC and a branch of the National Bank of Kazakhstan. In all, there are 19 institutions of culture in the district, including 2 centres of culture, 7 clubs, 9 libraries, 1 Museum of Regional History. 5 museums are composed of the Abai state historical and cultural and literary-memorial reserve-museum «Zhidebai-Borili». There is 1 sports complex and 12 sports halls in the district. 9 rural districts are equipped with the synthetic football field.
The basic direction of economy is the agriculture, where the cattle breeding is considered to be the priority branch. Gross agricultural output in January-December, 2017 accounted for KZT 19,966 million or 123,4 % compared with the last year. Cattle stock made up 52,064 heads, sheep and goats – 151,658 heads, horses -35,820 heads. There are 4 farms which deal with great cattle breeding, 14 farms deal with sheep breeding. There are 10 mini feedlots in the district.

The number of registered unemployed as of 1 January, 2018 is 113 persons or 1,5 % of the registered unemployed.
For the accounting period 610 persons were employed. Including:
- 80 persons were sent to the youth practice comparing with the plan of 42 persons;
- 51 persons were sent to social jobs comparing with the plan of 29 persons;
- 267 persons were sent to public works comparing with the plan of 260 persons;
- 126 persons were sent to vocational training comparing with the plan of 59 persons. 100 places were created in 2017 comparing with the plan of 100 jobs.
In the district there is 1 municipal public institution “Abai college”, where 140 students attend 7 groups and are trained in professions like:
1) tractor operator-machine operator;
3) mechanic-service man;
7) tractor operator;
8) electric and gas welder.
The volume of investments into the fixed capital as of 1 January, 2017 made up KZT 6316,0 million. Businessmen of the district have implemented 7 investment projects worth KZT 85 million within the framework of the program “Business Road Map 2020”. Development of projects will depend on crediting and refinancing within the framework of implementing the state programs “Business Road Map 2020”, “Employment 2020”, FIID programs. In 2016 the project of the project of “GRK Borli” Ltd is included in the Industrialization Card - Construction of shop for ore processing of Maksut deposit. Every year the number of small enterprises is constantly increasing in the district. The number of Small and Medium-Sized Enterprises made up 944 units. Including 39 legal persons, 183 with the patent, 215 under the simplified declaration, 507 farms. The district has 91 shops, 16 catering establishments, 80 population service places, 8 gas stations, 4 drugstores, 21 bakeries.

Zhidebai –Borli” State Historical-Cultural and Literary-Memorial Reserve Museum of Abai. It consists of Abai Literary Museum and Akhmet Riza Medrese in Semey city, M.Auezov Museum in Borili Area, Kokbai Zhanatayev Museum in the area of Takyr Kokbai rural district, Shakir Abenov Museum in Kundyzdy village, and also Aset Naimanbayev Museum located in Urjar district of East Kazakhstan region. The total area of the Reserve of Abai district is 6400 ha. It includes 16 facilities. Including Abai House-Museum in Zhidebai Area, Kunanbai Well, Narrow Beds of Zere and Ulzhan, Abai-Shakarim Memorial Complex, the Mosque of the Complex, Ospan Kol Lake, Narrow Bed of Kengirbai biy, etc. Today Abai for Kazakhstan is the national pride as Pushkin for Russia. The district conducts Abai’s readings including concerts, competitions of readers of Abai’s works, reader's conferences, conversations and exhibitions dedicated to the Abai’s creativity. Inhabitants of the district treat with special, quivering attitude the literary heritage of the well-known compatriots. Konyraulien Cave is located in the territory of the district. The natural monument is dated back to the ancient Turkic period. The cave is well-known for the lake with healing water there. Pilgrims not only from the nearest cities and villages, but also from other countries make their way to the Cave. About 10,000 persons visit this place annually. On behalf of the regional akim Danial Akhmetov, all conditions are created for persons who want to plunge into the sacred reservoir.
The museum in Kokbai Zhanatayev Mosque-Medrese in Takyr district is a branch of the state Abai Reserve Museum. The exposition has been opened in 1997. The new exposition has been created in 2011 that acquaints visitors with the history of Medrese and Mosque, with the life and creativity of the poet, and also his pedagogical activity. Kokbai Zhanatayev is a pupil of Abai, a continuer of his tradition in the Kazakh literature. He was born in 1861 in Takyr district of Mukursk volost of Semipalatinsk district (nowadays East Kazakhstan region, Abai district). The museum exposition has been opened in 2006 dedicated to the 150 anniversary Shakarim Kudaiberdiyev, a pupil and a continuer of the Abai’s tradition. Materials depicting the life and creativity of the poet are presented in the exposition. One of the large phenomena in the history of the Kazakh thought is the poet, writer, philosopher, historian, composer Shakarim Kudaiberdiyev, whose name and creative heritage were buried forcibly in oblivion for a half of the century. Shakarim was born on July 24, 1858 in Chingiz Mountains, in Kenbulak district. His father, Kudaiberdy was Abai’s elder brother. Having lost his father in the early childhood Shakarim was brought up in the family of his uncle – Abai Kunanbayev, whose constant manuals left the most indelible impressions on his outlook, poetic skill, having generated the anxiety for knowledge. In spite of the fact that Shakarim did not study in special educational institutions, being brought up under direction of Abai and independently, he became one of educated people of his time. He successfully mastered not only Arabian, Persian, Turkish languages, but also Russian language.
A branch of Abai State Reserve-Museum - Shakir Abenov House-Museum in Kundyzdy district (East Kazakhstan region, Abai district) has been formed in 2003. The museum was opened in the house of the poet, constructed in 1962. Shakir Abenov had lived in this house till the death in 1994. After restoration works of the memorial house and household outbuildings, the museum has the literary and memorial exposition. One of principles of creation of literary museums, and the main of them - originality of exhibits was applied in decoration of the exposition: after the poet’s death the house with utensils, manuscripts, library, personal things, clothes, subjects of life have been transferred in the funds of Abai State Reserve-Museum. According to the art decision, the museum exposition begins with display of the poem “Kozy Korpesh and Bayan Sulu” that brought the national fame and recognition to the author.
