GEOGRAPHY

The climate of the district is sharply continental with fluctuations of daily and annual air temperatures, dryness, limited amount of precipitations and with abundance of solar heat.

There are two species of vegetation in the territory of the district: mountain and low-lying. Mountain vegetation is caulescent rich in herbs, low-lying vegetation, dry-absinth.

HISTORY

Tarbagatai district was founded in 1928, the territory of the district covers 23,7 thousand sq.km.
In May, 1997 by the decree of the President of the Republic of Kazakhstan in connection with changes in administrative work, the Aksuat district was abolished and included in structure of Tarbagatai district of East Kazakhstan region. Administrative centre is Aksuat settlement.

The district is located in the southeast part of East Kazakhstan region. Tarbagatai is an agrarian district of the region. The basic directions of the economy of the district: cattle breeding, including traditional sheep breeding. The district occupies a leading position in the region in the livestock of great cattle and sheep. 

TERRITORY

The total area of lands in the district makes up 2 374,1 thousand hectares. The lands of agricultural purposes cover 2 118,2 thousand hectares, including: arable lands - 28,2 thousand hectares, haymaking - 89,0 thousand hectares, pastures - 2 001,0 thousand hectares.

Administrative centre of the district is Aksuat settlement. There are 17 rural districts in the territory of Tarbagatai district. 

BORDERS 

The district borders on Ayagoz district in the west, on Zaisan district in the east, on Kokpekty district in the north, on Zharma district in the northwest and on Urjar in the south. Also the district borders on the People's Republic of China in the southeast. The distance from the district to cities:
 Ust-Kamenogorsk - 350 km,
 Semey - 428 km,
 Astana - 1300 km,
 Almaty - 1200 km.

POPULATION

As of January 1, 2018 the population totals 39,900 people who live in 60 settlements of 17 rural districts.

INFRASTRUCTURE

Tarbagatai district has 50 schools, 1 college, 7 kindergartens and 16 post offices.
In the district there are 34 secondary schools, 4 general schools, 12 elementary schools with 8525 children. The district has 2 musical schools, 2 sports schools, 1 school of arts and 1 school of additional education. The enrolment ratio in general education is 78,6 or 6705 children.  
There are 22 preschool institutions and 43 mini-centres with 2 777 children, or 100 % of the registered children of preschool age.

PRODUCTION 

The industry of the district is represented by three branches: mining industry, processing industry, production and distribution of the electric power, gas and water.

For 12 months 2017 the amount available of the production of industrial enterprises of the district (including small, subsidiary enterprises, a sector of private household) amounting to KZT1496,0 million that up by 103,7% compared to the corresponding period of the last year.

In 2016 the volume of production of the mining industry made up 24,2 million tenge.

The share of the processing industry in total amount of industrial potential makes up 76 %.

The processing industry comprises 1 meat-processing, 5 fish-processing enterprises, 4 flour-grinding shops, 29 mini-bakeries.

LABOUR RECOURSES 

The number of officially registered unemployed on the labour market made up 86 persons. A share of registered unemployed to the number of economically active population accounts for 0,7 %. 940 new jobs are created. 1628 persons asked for employment, including 1192 unemployed are employed.  

In 2017 the number of economically active population makes up 19,311 or 66,3,0%  of the total population;

Employed – 18,360 or 43,9%  of total of the population.

Unemployed - 951 persons (2,2 %).

PERSONNEL POTENTIAL 

KGU “Tarbagatai college” functions in the territory of the district which provides training in the following specialities:
 1) “Catering services” - 193 persons;
 2) “Garment manufacture and modelling” - 15 persons;
 3) “Farming”- 125 persons;  
4) “Cook” – 38 persons;

5) “Veterinarian” - 15 persons.

INVESTMENT POTENTIAL

In 2017 the volume of the attracted investment into the fixed capital in the actual sector of the economy due to own means in view of revaluation surplus accounted for KZT2624,5 million or increased by 116,2 % in comparison with indicators of the last year (KZT2258,5 million).

The volume of taxes in the local budget from small business made up KZT55,6 million, or increased up to 102,0 % in comparison with the last period (42,8).

In the district there are 370 shops, 47 places of public catering (dining rooms, cafes, restaurants), 89 service points, 20 gasoline stations, 17 drugstores, 45 bakeries.

8 shops, 5 places of public catering, 1 mini bakery were opened in the district in 2017.

In 2017 the volume of retail trade turnover realized in all directions made up KZT6008,8 million, there is a 100 % target achievement in comparison with the corresponding previous period. Including, all enterprises and institutions, ownership subjects - KZT379,9 million, individual persons KZT2605,1 million.

By the end of 2017, 202 bilateral memorandums have been concluded between executive agencies of the district and owners of food shops in order to stabilize the prices for socially-significant foodstuff and not to admit the excess of average price no more than by 10 %, executive agencies monitor the way they are performed. For today, there are no facts of violations of bilateral memorandums.

According to the approved plan, Aksuat and Akzhar settlements hold fairs every Saturday with participation of businessmen and agricultural commodity producers. At fairs socially significant food products are sold without intermediaries, the price is below the market by 10-15 %. 23 fairs were held in 2017 where agricultural products were traded to the sum of KZT175,8 million.

The district continues the works on granting places convenient for trade to young businessmen, pays attention to creation of conditions for realization of production, free-of-charge training of young businessmen, carrying out of explanatory works concerning business conducting, elimination of administrative barriers and creation of conditions for business.

TOURIST POTENTIAL 

The district has the Tarbagatai State Natural Preserve, Yrgyzbai-ata Mausoleum, Boritostagan Mountain. There is a health improving camp “Sengir”.
